This is the first bounded non-ED source-family certification pilot. It reviews two university-statement records that previously remained in the awaiting-review lane because they needed source-specific certification rationale.

This is internal source-to-record review. It is not third-party review, external validation, endorsement, ranking, prevalence measurement, safety scoring, severity scoring, or legal adjudication.

The linked Drexel University statement was reachable during Wave 17 review and supports:

- the institution
- the August 2, 2024 date
- the OCR investigation and voluntary-resolution documentation label
- the Jewish affected-community label boundary
- the direct university-statement response-depth classification

## Not-Certified Record

`evt_2024_0003` remains not certified.

Reason: the linked Lafayette College statement was reachable and supports an OCR review related to shared Jewish ancestry, but this wave did not verify support for the stored Arab affected-community label at the same source-text specificity.

The record remains public with visible limits. It should not be represented as internally certified unless the affected-community label is narrowed or a source locator supporting every stored label is added.

## Why This Matters

This pilot proves that the non-ED certification system can produce mixed outcomes. The goal is not to raise the certified count. The goal is to make source-to-record status inspectable, including cases where a plausible record still fails a strict gate.
